Where are you trying? If you publish Notes it should work, it seems hit and miss with comments / replies. Some I’ve been able to include formatting but not others. I suspect it may be how deep the comment is in the Note thread.
Actually, inserting a new line works fine for me in comments. Haven't tried other formatting yet.

Notes and responding to notes is where I resort to using another editor and then copy-paste it back. That does work, it's just a royal pain in the behind.
It’s likely to do with input sanitisation if I had to hazard a guess. So the preformatted text will work but things get a bit funky because it will be checking each individual character, certain characters anyway.
Maybe. But I've seen many more people complaining about no longer being able to add new lines in Notes. And Substack hasn't yet fixed that - in over two years!

Or are you talking about replies, not Notes?
